first check all mainline valves (master shutoff, backflow valve, electric
master valve make sure these are
fully
open and functioning properly)

check for a leak on the mainline or lateral line

check flow control valves, make sure flow control is fully open
#4 check main water meter valve, make sure it
is fully open

run the zone in question and while the zone is running, use a water PSI meter, hook it up to and
external
water source on the house. If the
pressure is below the minimum operating range for
the
sprinklers, there are too many heads on
the particular zone

this is a longshot but I have seen it,
there may be a restriction at the main connection point of the
sprinkler
system to the service line of the house.
